Since 2022, MDR has partnered with the Oregon Health Authority (OHA) to conduct the Oregon Mental Health Statistics Improvement Program (MHSIP) Surveys, a comprehensive statewide initiative designed to evaluate the experiences of individuals and families receiving publicly funded mental health services. The project provides Oregon with critical insights into how well behavioral health services are meeting the needs of consumers, youth, and families across the state.
As the research partner responsible for survey implementation, MDR managed all phases of survey administration, from programming and testing to respondent outreach, data collection, processing, and delivery of reporting-ready datasets. The project incorporated separate survey instruments for adults receiving services, youth receiving services, and parents or caregivers of youth, allowing OHA to capture a comprehensive view of behavioral health experiences across multiple populations.
Using a multimode approach that combined mailed survey materials with online response options, MDR helped maximize accessibility and participation among diverse populations throughout Oregon. The surveys, conducted with approximately 6,000 members annually, measured key indicators including satisfaction with services, access to care, participation in treatment decisions, outcomes, social connectedness, coordination of care, cultural responsiveness, trauma-informed practices, virtual service experiences, and overall quality of behavioral health services.
The resulting data provided Oregon policymakers and behavioral health leaders with reliable, standardized measures to support system monitoring, program evaluation, and continuous quality improvement efforts. By delivering a rigorous and participant-centered research program, MDR helped OHA better understand the experiences of those receiving mental health services and identify opportunities to strengthen behavioral health outcomes statewide.
This project highlights MDR’s expertise in large-scale public health research, statewide survey administration, complex data collection operations, and the measurement of consumer experiences in behavioral healthcare systems.
